CMake 3.28 support

Currently, CMakeLists.txt requires 3.30. Since the default CMake version on Ubuntu 24.04 LTS is 3.28, it would be much more convenient if 3.28 were supported.

When I edited CMakeLists.txt manually, replacing 3.30 with 3.28, everything still appeared to work fine.

Yes, but we should be able to simply gate the modules features behind a CMake version check.

But it's not used in my case, because I disable it explicitly (bemanproject/execution#247).
